Add arm64ec-pc-windows-msvc distributions for Windows 11 on ARM. CPython and its bundled extensions compile as ARM64EC while retaining an x64-compatible extension ABI and the win_amd64 wheel platform tag. The stable-ABI forwarding DLLs and the bundled OpenSSL, libffi, and Tcl/Tk libraries are built for x64.

Adapt CPython's project configurations and atomic operations for ARM64EC, and include the target in the Windows build matrix and releases.

I was just exploring after talking to Diego.

I think this is unfortunately not a big win because it can only run x86-64 wheels transparently and not arm64 wheels, the arm64 wheels would need to be compiled as arm64ec too which defeats some of the compatibility benefits.
